ADULT EDUCATION AND THE STATE 43 The latter model is a recognition of the nature of market capitalism— the weak will always suffer and, therefore, in a humane society the state should always intervene in order to support them.

The Russell Report (1973:5) in the United Kingdom adopted a similar approach: 42 STATE POLICY, JUSTICE AND ADULT EDUCATION The needs being met by adult education are clear enough: creativity and craftsmanship in an age of mass production; enrichment in the home environment and of family activity; benefit from social mobility and enhanced opportunity; and voluntary association with others of like interest. (para. 15) It is not only state provided adult education that can be analysed from this perspective, much of the education provided by the voluntary associations can also be understood from it.

But when they achieved this the outcome was the transformation of adult education into a form of state controlled education. Now the state may claim that it is still administered for the common good, a claim that is patently suspect in some situations where the institution has been manipulated for the benefit of the ruling party, although it might be claimed by some that on other occasions the elite have used education for the common good, even when it has been education from above. However, Marxists clearly do not regard education as having been employed in such a benign manner but rather as the most significant of the state ideological apparatuses.
