Although the Italians matched French defense spending over the last half of the 1930s, much of that effort went to support the conquest of Ethiopia in 1935–36 and Franco’s struggle to overthrow the Republican government in Spain, neither of which did anything to improve Fascist Italy’s strategic situation.

The German military were finally beginning to realize the potential of serious military innovation coupled with the input of enormous resources for over a decade. On the other side, by contrast, Allied rearmament had hardly begun. The Germans also possessed significant mechanized forces which the great Polish plain, where the first battles of World War II would be fought, would favor. Moreover, Hitler’s run of military and diplomatic successes had solidified the support of the German people behind his regime to a degree that had not been true in 1938.
